I’m a native Spanish speaker … but I would have to work in English, and I do know I have an accent. Will my accent be a handicap or an asset?
See my blog post on having an “accent.” https://iwanttobeavoiceactor.com/2023/06/07/what-about-my-accent/
… is it possible to be 14 and still be a voice actor?
Possible? Yes. See my FAQ #1a: https://iwanttobeavoiceactor.com/faqs/
…If only I was able to get my foot in the door, so to speak, and have someone listen to me read something as a test. […] I need to be pointed in the right direction to see if I have what it takes to get into the business.
So take a class with one of the teachers I recommend on my site.
Any specific voice over classes you would recommend for an inspiring voice actor?

Is it possible not to go on stage to be a voice actor?
Each voice actor has a different path to their acting/improv skills. Some from stage some not.
How do I decide if I truly want to do voice acting? I am currently battling the urge between voice acting and culinary arts.
You won’t know if you like an activity as well as the life that comes with it- or whether you are well suited for it- until you give it a good try. Enthusiasm or curiosity is a great reason to start such exploration, but you cannot know whether it is for you before you go for it. On a side note, two seemingly disparate interests may end up complementing each other. It may not be an either/or choice. It may, at least for a while, be both.
